Valkyrie at Dealey Plaza II - Liz Smith's Scoop

Valkyrie at Dealey Plaza II -

The Origins of the Higgins Memo - Liz Smith's Scoop

Journalist Liz Smith - originally from Fort Worth, Texas, and University of Texas, wrote a gossip column for the New York Post until February 26, 2009.

One of the last articles she would write on January 6, 2009 referred to the Joint Chiefs of Staff and CIA using the July 20, 1944 plot to kill Hitler as a "role model for getting rid of Castro."

As it is expected to happen on October 26, 2017, when the sunset provision of the JFK Act of 1992 sets in, there will be a massive document dump at the National Archives and Records Administration (NARA) Archives II in College Park, Maryland.

Other similar massive document dumps have occurred when thousands of documents are released to the public at once, and take years for researchers to wade through to find the important gems among the forest of administrative records.

There is a small regiment of serious researchers who wade through these records - from the late Harold Weisberg and Mary Ferrell to more contemporary academics like Peter Dale Scott and John Newman, but the real troopers usually go unnoticed and unrecognized - John Armstrong, Anne Marie Kuhns-Walko, Joe Backes, Jerry Shinley, Bill Simpich and Malcolm Blunt to name the most prolific.

Usually these are the people who find the most significant documents that have a bearing on the case and provide a missing piece to the Dealey Plaza puzzle, but not so the Higgins Memo, that refers to the CIA's "study" of the July 20, 1944 plot to kill Hitler that was being adapted to kill Castro.

Jim Lesar, of the Assassination Archives and Research Center said that I was the first person to call serious attention to the Higgins Memo, but I must acknowledge that the first published reference to it was by gossip columnist Liz Smith (on January 6, 2009) who wrote: "The CIA and Joint Chiefs of Staff even referred to the World War II plot to kill Hitler as their role model for getting rid of Castro. You can see the story told by Tom Cruse in the new movie Valkyrie."

Since the reference was part of Smith's review of Lamar Waldron's "Legacy of Secrecy" (November, 2009), I thought the record of the CIA-JCS "role model for getting rid of Castro" would be in there or in Waldron's other book "Ultimate Sacrifice," which details the CIA-Mafia plots to kill Castro, specifically one plan - AMWORLD that is said to have included a coup and American invasion of Cuba in December 1963, but was hijacked by the Mafia and redirected to JFK at Dealey Plaza.

While it appears that some of Waldron's theories are correct in that one of the CIA plans to kill Castro was redirected to kill JFK, the Mafia, like LBJ, Oswald and Castro, are just scapegoats for those who were really capable of killing JFK and getting away with it.

After perusing Waldron's books and not finding any references to the CIA-JCS "role model" plot I checked out the JCS records posted at Mary Ferrell and found the Higgins Memo among a number of other very interesting and curious records that certainly have a bearing on what happened at Dealey Plaza.

I just don't understand how gossip columnist Liz Smith could have known about it and described it in such detail without any further reference to it. Perhaps Waldron or his associate Thom Hartman told Liz Smith about it, or perhaps she learned about it from another source, but it was her column that got my attention and led me to it.

“It is contemplated that this planning effort will contribute to the ultimate objectives of the approved covert policy which seeks ‘to encourage dissident elements in the military and other power centers of the Regime to bring about the eventual liquidation of the Castro-communist entourage and the elimination of the Soviet presence in Cuba.’” – Cyrus R.
